<p>Embedded hardware is found throughout commercial and defense electronic systems, delivering exceptional capabilities for field applications. The Riverside Research Engineering and Support Solutions (ESS) Division conducts Research and Development (R&amp;D) to understand the impact of evolved cyber physical attacks to embedded hardware security.</p>
<p>The Hardware Security Research Engineer will develop novel embedded hardware attack techniques and implement those found in open-source publications and other publicly available resources. They will demonstrate advanced attacks in a microelectronics laboratory against state-of-the-art integrated circuits including those featuring countermeasures to prevent such attacks. Our team of hardware security experts employs a range of microelectronics test equipment, custom software, and computing resources to provide the best support to our customers. This position is located at WPAFB, OH with travel expected two to four times a year.</p>

<p><strong>Job Responsibilities</strong>:</p>

The assessment must consider and identify impacts and consider existing risk mitigation strategies.</li><li>Risk Management Assessment will be accomplished IAW NIST SP 800-34 Contingency Planning Guide for Federal Information Technology Systems, NIST SP 800-47 Security Guide for Interconnecting Information Technology Systems, NIST SP 800-128 Guide for Security-Focused Configuration Management of Information Systems, OMB A-130 Managing Information as a Strategic Resource, NIST SP 800-53 Security and Privacy Controls for Federal Information Systems and Organizations, current edition, NIST SP 800-37 Guide for Applying the Risk Management Framework to Federal Information Systems, NIST SP 800-30 Guide for Conducting Risk Assessments, current edition, NIST SP 800-39 Managing Information Security Risk, Committee on National Security Systems Instruction 1253, Security Categorization and Control Selection for National Security Systems, Subchapter III of chapter 35 of Title 44, United States Code (Federal Information Security Management Act (FISMA of 2002), and NIST SP 800-137 Information Security Continuous Monitoring (ISCM) for Federal Information Systems Organizations.</li><li>Act as an independent and impartial assessor to determine and certify aggregate cybersecurity risk for recommendations.</li><li>Complete Checkpoints (as described in Appendix K of Risk Management Framework Process Guide, Version 2.0, 4 August 2017) for the CARP/ADIS and provide recommendations for the Security Assessment Plan, ensuring all appropriate security controls will be assessed for compliance.</li><li>Provide quality assurance of an RMF Security Assessment Plan related to cybersecurity risk.</li><li>Select, Implement, Assess, and Monitor Security Controls IAW RMF/NIST standards. </li><li>Assess software assurance program, identifying deficiencies and needs for processes, people and tools. Document results in an actionable whitepaper. </li><li>Review proposed mitigations, requests for risk acceptance, and the rationale for stated residual risk acceptance. </li><li>Provide evaluation results on an official form used to verify AOS leadership's awareness of or risk acceptance.</li><li>Integration of RMF and Federal Information System Controls Audit Manual (FISCAM)</li><li>Develop control level mapping for FISCAM application controls to RMF controls; support documentation of superset controls; update assessment procedures to include FISCAM reviews. </li><li>Identify automated tools available to support monitoring at the control monitoring. Deliverables include superset controls, updated guidance and tool gap assessment. </li><li>Assess current processes and templates, identifying deficiencies and needs. Guidance, processes and recommendations must facilitate robust implementation of applicable DoD, NIST and FISCAM standards. Support senior ISSM in developing a plan of action and milestones.</li><li>Develop eMASS administration, role-based instruction and procedures, and processes to facilitate uniformity, integrity and maintenance of eMASS instances. Deliverables include tools, templates, procedures and training.</li><li>Assess IT privacy program, identifying deficiencies and needs for processes, people and tools. Document results in an actionable whitepaper.</li><li>Provide focused, direct support and guidance to ISSM/SM staff analyzing control implementation &amp; test statements, system artifacts and overall assessment and authorization (A&amp;A) authorization to operate (ATO) packages</li><li>Ensure readiness for package submission; develop full A&amp;A package examples for AOS system types, including mainframes and mid-tiers as appropriate for re-use</li><li>Develop methods to support the development and assessment of uniform A&amp;A packages.</li><li>Prepare the plan of action and milestones based on the findings and recommendations of the security assessment report, excluding any remediation actions taken</li><li>The contractor shall perform the following System Approvals for Network Operations tasks: </li><li>Ensure  IT software products receive and maintain Air Force enterprise authorization and comply with the higher-level policy as defined by DOD policy.</li><li>Ensure authorization and compliance with higher level policy as defined by DOD policy.</li><li>Develop POA&amp;M Report and Residual Risk Statement that will be included in the Risk Acceptance Recommendation Report / Briefing (slides and meeting support)</li><li>Risk Acceptance - Determine if the risk to organizational operations, organizational assets, individuals, other organizations, or the Nation is acceptable. </li><li>Risks Determination – Determine the risk to organizational operations (including mission, functions, image, or reputation), organizational assets, individuals, other organizations, or the Nation.</li><li>Risk Acceptance Recommendation Report, Briefing (slides and meeting support)</li><li>Security Authorization Package – Assemble the security authorization package and submit the package to the authorizing official for adjudication. </li><li>Review and adjudicate system security categorizations decisions for the AOS domain enclave of the Air Force Enterprise.</li><li>Coordinate recurring software certification of ADIS and CARP (including the addition of CARP software to Joint Mission Planning System (JMPS) ATO, and any further follow-on enterprise which may replace ADIS and CARP.</li></ul>
<h3>Minimum Experience</h3>
<ul>
<li>Minimum 3 years of experience in cybersecurity documentation and system authorization artifacts (System Security Plan, lifecycle documentation, continuous monitoring plan, Security Assessment Plan, Security Assessment Report, Risk Assessment, etc.). </li><li>Possess Information Assurance Management (IAM) Level III (DoD 8570.01). It is desired that the contractor possesses the Certified Information Systems Security Professional (CISSP) status. Cyber Security/Risk Management Support Analyst

<h3>Responsibilities</h3>
<ul>
<li>Provide workgroup manager and webmaster expertise. </li><li>Ensure network connectivity to local Network Operations Support Centers and supply the required level of oversight, maintenance, and administrative support to ensure uninterrupted accomplishment of daily operations. </li><li>Assist with maintaining up to two databases on the Portal. In this capacity, primary support includes computer software/hardware updates and system integration into the local area network. </li><li>Serve as the focal point for identifying and reporting all network issues or outages to the helpdesk for resolution. </li><li>Monitor all trouble tickets submitted to the helpdesk, keeping all affected personnel appraised of ticket status via automated means. </li><li>Serve as Primary Information Technology Equipment Custodian (ITEC) Manager. </li><li>Maintain an automated inventory control over all accountable ITEC items, reporting, maintaining, and disposing of items at the end of use. </li><li>Maintain the current inventory, establish local standards, and display it as a "dashboard" accessible by division leadership. </li><li>Develop and maintain a "tech refresh" plan and submit it to the government for incorporation into the division's budgetary execution plan each year.</li><li>Install, configure, and maintain all workstations and peripheral equipment per Ops and local Communications directives/guidance. </li><li>Configurations will include the installation of the Standard Desktop Configurations (SDC) or the Federal Desktop Computer Configuration (FDCC).</li><li>Create classified websites on the Secret Internet Protocol Router Network (SIPRNET) to make classified materials available to those with proper access and a need to know; and provide tools for individual units to author, store, and retrieve "local procedures" and other related information on the websites.</li><li>Maintain Intellink and SharePoint websites. </li><li>Manage content, user permissions, and maintenance to keep both active and available to the division. </li><li>Assist staff personnel in maintenance/upkeep of web-based program and documentation.</li><li>Troubleshoot and repair workstations and peripheral equipment on a need basis to keep staff online to perform daily operations. </li><li>Troubleshoot application issues, engaging the helpdesk or local Communications Unit, as necessary, to resolve all services required to maintain Common Assess Card (CAC) enabled access on an unclassified WWW server (website).</li><li>Assist staff on the issue of the NIPR, SIPRNET, and JWICS.</li><li>Ensure computers conform to DoD operating standards. </li><li>Run the division's computer security program and ensure the division is prepared for inspections.</li><li>Perform Security Manager functions. </li><li>Manage the division's overall security management program to include, but not limited to: managing JPAS personnel security actions, managing local and TDY visitor requests for all division personnel, managing security investigations for all government personnel (will not conduct investigations for other contracts), managing and conducting classified message incidents (spillages of classified data onto less secure networks, improper use of scanning of classified documents, and coordinate the sanitization and clean-up of affected systems). If the security manager is the same as the CSL, then they can perform quarantine and sanitize any affected systems.</li><li>Maintain regular contact with the lead security manager and provide updates and situation awareness as needed.</li><li>Manage the SCIF Information System and Security Office (ISSO) program. Attend all required ACC/A2 training to be added to an appointment letter.</li><li>ISSO will manage entry control of the SCIF and ensure all personnel need to be in the SCIF, have appropriate clearances, and routinely update the Entry Access List monthly. </li><li>Ensure all members abide by the SCIF Rules of Engagement. </li><li>ISSO will coordinate with organizations as needed to ensure equipment lists are up to date on the XACTO package, manage the media logs for equipment coming in or leaving the SCIF, and ensure all equipment is accounted for and operative at least weekly. For equipment that is inoperative or requires repair, ISSO will coordinate with division CSL (if they are not the same person) to get repairs or replacements needed and monitor until the situation is resolved.</li><li>ISSO will conduct an annual inventory of classified systems in coordination with the Division ITEC (if not the same person). </li><li>ISSO will manage all phone systems (Top Secret, Secret, and Unclassified). </li><li>ISSO will conduct initial and refresher training for the division on appropriate SCIF Rules of Engagement and maintain a vigilant security posture. </li><li>ISSO will manage the Alarm and security system program. </li><li>ISSO will perform all duties and responsibilities outlined in the ISSO training program not covered here.</li></ul>
<h3>Minimum Experience</h3>
<ul>
<li>Minimum of 5 years of experience providing engineering and technical services required to maintain unclassified and classified websites (i.e., AF Portal, SharePoint, Communities of Practice, etc.).</li><li>Possess at least 5 years of experience managing SCIF ISSO programs and have all clearances and knowledge to manage a SCIF properly.</li><li>Possess an Associate's degree, at a minimum</li><li>Possess Information Assurance Technician (IAT) Certification (A+, Security +) and maintain currency throughout the Task Order (TO) Period of Performance IAW DoD 8570.</li></ul>Clearance Requirement: This position requires an active TS/SCI clearance.
