XOR Security is actively seeking a Senior Finance Manager whom will be responsible for leading the efforts in providing leadership, guidance and assistance to XOR Senior Management concerning Finance matters related to Government contraction. This individual must have a professional presence, outstanding work ethic, possess excellent technical skills and be able to demonstrate self-directed career achievement to date. Strong fundamental Finance skills, as well as proven ability to provide creative solutions, initiate change and manage the effort to implement changes. Proven ability to interact with senior management at all levels and across all lines of business is essential. 

The ideal candidate will have a solid understanding of GAAP practices, DCAA compliance, Management of Cost Pools, Contracting Pricing Strategy, Project level financial management, budgeting and forecasting.

Preferred Skills:

Required Qualifications:

• BS degree in Finance or related Financial field. 
• 7 -10 years of solid progressive Project Accounting & Financial management experience. 
• Day to day management of the finance and accounting department, with a high emphasis on reporting and analysis using Unanet.
• Strong understanding of technical accounting coupled with project financial management is critical. 
• Must be adept at managing projects, prioritizing and knowing when (and how) to escalate issues. 
• Management of project financials and supporting contract reporting in Unanet. 
• Management and coordination of PL, Revenue Recognition, Month End Close, Forecasting, Financial Modeling, Invoices, Payroll, related financial transactions in Unanet.  
• Internal and External Audit support experience 
• Oversee the development and execution of government compliance strategies that support business unit success including formulating indirect cost allocation structures, direct/ indirect charging practices, and contract pricing procedures.
• Develop a working relationship with the government customer (Procuring Agencies, DCMA and DCAA) that includes interfacing with government contracting representatives and auditors on financial system audits,  and other government inquiries.
• Manage the interpretation and application of government regulations. 
• Analyze DCMA and DCAA observations, recommendations and allegations of non-compliance, provide counsel on the preparation of detailed written responses supported by the procurement regulations, and negotiate resolution of compliance matters.
• Experience with Unanet Timekeeping and Accounting.
• Candidates must possess a mastery of data analysis using excel. 
• Must be team focused, be willing to serve in multiple roles, and have a can-do attitude. 

Desired Qualifications:

• Experience with developing cost proposals and price to win strategies 
• Experience with Contracting and Subcontracting 
• Experience working with internal counsel on contract issues 
• Manage and coordinate various aspects of the development of Forward pricing rates, Incurred cost submissions, cost impacts resulting from accounting changes, Advance agreements, as appropriate.
• Experience with Costpoint accounting system
• Experience with transitioning accounting systems (Unanet to Costpoint)
